Ukraine’s Parliament Announces Mobilization

The Verkhovna Rada approved a decree of by Acting President Olexandr Turchynov on a partial mobilization. The decision was supported by 275 national deputies. By law, all oblasts were ordered to conduct a partial mobilization of those available military service. “Mobilizations in Crimea and the city of Sevastopol shall be carried out a number of citizens who voluntarily expressed their desire to be mobilized,” the law states.

National Security Council Secretary Andriy Parubiy stated that the partial mobilization will call up 20,000 people to the armed forces and 20,000 soldiers to the National Guard. Law enforcement agencies, governments, and local authorities were mandated to provide and fund the mobilization. “Local executive authorities with local authorities shall manage and provide the established order … timely notification and arrival of citizens … the allocation of temporary buildings, land, transport and other logistic facilities.”

The SSU, the Department of Civil Protection, the Foreign Intelligence Service, National Guard and the government “shall subordinate military units and search operations of civil protection for the organization and staffing of war.” Olexandr Turchynov, in his role as Speaker of the Verkhovna Rada,  explained that the main emphasis will be on the mobilization of reserve military specialists and people who have already served in the army. The decree calls for mobilization to occur ​​within 45 days from the date of the decree’s entry into force. However, Secretary Parubiy claimed that mobilization would take place much faster.
